libidn2-0-dev software package provides Internationalized domain names (IDNA2008) development files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libidn2-0-dev
libidn2-0-dev is installed in your system.
Make ensure the libidn2-0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libidn2-0-dev *
You will get with libidn2-0-dev package name, version, architecture and description in a table
